The AARTO Regulations, 2025, supporting the AARTO Amendment Act 2019, as published on 31 October 2025 in GG53605, Notice 6782 have been withdrawn in GG 53743 on 28 November 2025.
The following notices have withdrawn the proclamations that implemented the AARTO Act and Amendment Act that were proclaimed on 1 August 2025:
GG53744 – withdrawal of Proclamation 272
GG53745 – withdrawal of Proclamation 273
GG53746 – withdrawal of Proclamation 274
The Minister of Transport has confirmed that AARTO’s introduction in 69 municipalities, initially scheduled for 1 December 2025, has been postponed to 1 July 2026.
The national points demerit system - a key feature of AARTO - is planned to take effect on 1 April 2027.
